What does "Clio" mean in reference to character stats?

ex. (Clio: L196+)

Also, does the base mag color matter when creating the Elenor mag?

Clio is a weapon that HUnewearl/RAmarl can equip which gives them 100% Zalure range to support when no FO's are around. Obviously, FO's can equip this also but they already have glide.

Your example means that the character in question would be able to use Clio at level 196+ when using the corresponding stat plan.
 
Oh and for Elenor, no. The base colour does not matter.

Does Resta Merge stack with anything else, such as Solferino, built-in class range bonuses, etc.? And is Resta Merge the best (only) way to boost a Fonewm's Resta range?

Tyrell's Parasol and Marina's Bag also boost Resta. Not sure about the stacking bit though.
 
Tech boosts can stack and are additive.

Fonewm can't equip those, unfortunately!

For my stacking question, I guess it's simplified as asking "is Resta range with Tyrell's Parasol and Resta Merge equipped further than Resta range with just Tyrell's Parasol equipped?" I think NDW says yes.
 
Base Resta range: 100%
FOmarl/FOnewearl: +100%
Tyrell's Parasol: +100%
Resta Merge: +100%

Total Resta range: 400%

Soliferino's special attack (free resta) doesn't get stacked with resta merge but just shows range in effect. But if you cast it normally it works iirc.
 
The odds of getting a % for a rare is the same in every area in a difficulty. If a rare dropped in Forest and Ruins, the odds of getting one with a good hit % would be exactly the same. This is why you get things like Silence Claws with crazy high %s from Whitil Bartles in Forest 1.
 
I believe that the odds of a weapon having Hit ( or any other specific %) don't change by location, however the odds of getting higher percent do, so while for example a DoB from Forest 1 COULD have high hit, statistically a DoB from Ruins 3 has a better chance of having higher hit. But in no case is a percentage guaranteed or manipulated on the player end.

So given the option of farming a later stage or an early stage, if you want percentages, do the latest stage you can, but don't expect anything amazing. Just ask the people around here that have found a dozen 0/0/15/0 spread needles and the like looking for one with any hit.

It was true. However, Episode 2 has the same chance for hit (5% per roll) as all the other Episodes here.

Remember, SEGA made it 3% for Yellowboze and 1% for all other IDs. This, combined with the rather bad drops in many areas, almost makes it seem like SEGA didn't want us to hunt stuff in Episode 2. Thankfully, this was changed on Ephinea.

Actually no, a rare weapon that drops in Hard Forest has the same chance to have 100H as a rare weapon that drops in Ultimate Ruins 3.

Common weapons have varying chances though.

That actually seems kind of high, if you ask me. Lest you forget, PSO is a loot game where you're all about finding items, similar to Diablo. If you were supposed to find everything you wanted in exactly the configuration you wanted, in very little time, then there wouldn't much to do.
