Was looking at some older posts here and the reason for this is apparently because of the PSO2 drop system implemented here. The PSO2 drop system is incredibly OP going by vanilla standards of the game once it got added it became quickly apparent it would cause a huge imbalance in favour of multi mode gameplay.
If you are going to suggest removing multi mode quests from OPM I would also be looking at removing the entire PSO2 drop system altogether to keep the balance in check right now we have a more or less stable balance between solo mode and multi mode games only because the multi mode quests were added to OPM. Solo mode games would be almost non existent if this were removed which I am against since some players are just recluses and don't like interactions with others which shouldn't be condemned if that is how they want to play and shouldn't be penalized for it.
The PSO2 drop system is NOT incredibly OP by vanilla standards.
Previous versions of PSO, even including Schtserv, had a tremendous amount of duped / hacked / pay-to-win gear.
This masked how abysmal the game was at handing out progression-significant items.
Few players would have put up with such a small drip feed of progress back in the day if cheating had not been possible, so comparing Ephinea with vanilla PSO is never going to be a valid measuring stick. (Cheating is virtually impossible on Ephinea and pay to win mechanics are not allowed.)
I'm a good case study that even the current "generous" version of PSO is still too harsh. Even WITH Ephinea's PSO2 drop system, I spent five years trying to find a second 45 hit Heaven Striker and finally threw in the towel and spent an absurd number of PDs to buy one. I hunted for a 50 hit Cannon Rouge for 3 years and had to buy one. With vanilla drops, this would have been up to four times harder. And before anyone says it's because I didn't play enough, I have about three BILLION total experience points on this server, with several million enemies killed.
I am proof the item rarity on this game, and the time needed to acquire true endgame gear, is absurd. Even when it's "easier."
I hate to say it, because I was such a staunch defender of playing legitimately back in the day, but the wealth disbursement of original PSO was so poor that cheating probably saved it from people giving up on it immediately, and we probably wouldn't be here without cheating. (The game would have died too early for capable individuals to develop interest in building private servers.)
Nobody wants to play a loot based game that never gives any good loot.
Funny how things work out.
Edit: Both PSO2 drops and OPM quests should stay. If you can spend years or decades perfecting your gearset in the current meta, it doesn't need to be made any more difficult.
