What im wondering is this:
IK on the gamecube vers. (eps 1-2) theres a series of like, offline supposed "story" quests (dunno if they were the one-player / offline quests made by sega, or if some private server made em).
So are the government quests these "storyline" quests?
I mean the game is really great / fun and all, but you can only do TTF runs and events so often before you want to do somethin more. (that and i'd like to "beat the game")

The Gamecube version's offline quests can be accessed by starting a "One Person Mode" game and accessing the guild counter.

mmk.
Never actually played PSO until the Ultima server, so im not quite sure how you would "beat the game" anyway x3
You just do the quests then eventually wander into the ruins for Dark Falz?

Well, before BB, you would just do Forest to Mines. Then you would have to active the pillars you find to access the Ruins. Quests were extra details. EP2 didn't really come with offline quests until PSO+. With BB they introduced government quests (also tried to kind of give the game some progression) which adds a little more detail while being multi-mode.

By BB standards, government quests are the way to "beat" the game.

IIRC, the offline quests were more about individual character stories and helping random people out, while the free roaming stuff was the actual story.
