Quick question - Quick answer

Im trying to unlock the ability to add hit percent to enemy weapons. Ive followed the guide from this post https://www.pioneer2.net/community/threads/how-to-convert-enemy-parts-to-weapons-and-add-hit.362/. Ive completed the government quest 9-5 and talked to the fonewm dr. montague in the inner circle. I still cant add hit percent to the enemy weapons from loading Claires Deal quest. Any suggestions?

Did you do it on ultimate? If your not fast enough speaking to Montague in 9-5 it doesn't work.

IIRC You need to finish clearing the circle quickly enough. If you were successful, when you approach the final teleporter you get a cutscene. At least I think it's like that. You may or may not need to visit the Merissa room.

You don't need to access the Merissa room to unlock adding hit %. Did it a week ago with my RAmarl and I didn't have to go through that room.
 
Does anyone remember back on Gamecube, in the lead up to the launch of Episode 3, there were some prequel quests that came out with certain Ep3 characters like Break, Endu, & Relmitos that took place in Episode 2? What happened to those quests? Were they only ever on the Sega servers and lost for good?
 
They should be available here somewhere in Episode 2.

I don't think they're on there. I did some digging around PSO-World and I think this/these were the quests: http://www.pso-world.com/sections.php?op=viewarticle&artid=2001
 
You don't need to do Government quests to unlock areas anymore. This used to be a requirement, but it was changed, and now you can just do the side quests.


Sorry I didn't have time to explain last time, I'll explain in more detail now.

Both Eidolon's plugin and Soly's addon was updated, and the installation steps are different. Download the plugin
v0.3.1 from https://github.com/HybridEidolon/psobbaddonplugin/releases, which is named bbmod.zip. Also download the entire zip (although I think you've already done this) from https://github.com/Solybum/PSOBBMod-Addons, if you can't find where to download it, here's a direct link:
https://github.com/Solybum/PSOBBMod-Addons/archive/master.zip, it is named PSOBB-Addons-master.zip.

Extract the contents of bbmod.zip and put it in your PSO folder, and then extract "soly" folder from the second .zip file and put it into the "addons" folder which you should have gotten from bbmod.zip. And that's it, it should work now.

Cell Mags (like Tellusis) can evolve to Ep I & II rares if when they reach lv 100 they meet the criteria of evolution?
 
Nope, all celled mags or Tier 4 mags are locked into their evolution.
 
Is there any damage/effectiveness penalty to using a level 28 tech and a technique unit to boost the technique level to 30?

There is no penalty, although now you only have 3 slots which you can use to equip other units with.
 
The resulting weapon inherits the stats of the one you have equipped.
 
For unsealing a lame, do I need to get last hits with the lame (attacking) for the killcount to increase? It seems that way based on my testing, but thought I'd ask to be sure. On *a different server*, I was able to bring my fomar into a quest and spam gifoie with the lame equipped, and simply tagging an enemy that died was enough to increase killcount.

If getting last hits with a lame attack is required, what are some of the better quests for unsealing with a level 120ish racaseal?
 
Pretty sure you have to land the final blow with the Lame. But if you can do it with a FO that would be better.
