The wiki does link to the main one. There is a disclaimer that the dropcharts might be outdated. The whole article still has some useful information about the drop system, it's just that manually adding the dropchart is a lot of work. Someone probably started doing it but lost motivation.

Just curious do the Ephinea devs have the ability to change the drops? I'm curious how much can be altered
Drop tables have been changed in the past, multiple times. But if you mean an individual drop, we have no power over that; what you find is what you get.

Every monster only has a single rare drop item. Staff has moved items around for balancing reasons. In vanilla BB the best endgame items were located in Ep4.
The new items that were added to the drop tables are weapon skins.
