Vol Opt Form 1 Glitch

They didn't care because it wasn't noticeable to the average player.

I don't need to be Sonic Team to recognize a discrepancy between Volt 1 and the entire rest of the game.
Every attack to any other enemies shows accurate damage to their HP pool based on ATP or MST, Volt 1 is clearly a mistake.

This would have been noticed on gamecube at the earliest, at that point they wouldn't change mechanics like this

This is actually fixable very easily without tampering with the client. ;)

I always suspected this to be a leftover from an early development version of PSO, where tech damage was depending on ATP. And since this behavior is only available at Vol Opt probably means it's a property stored in enemy or map files, because if it were stored in the exe, it would be globally the same for all (if done right lol).

EDIT: So an overworked Sega employee probably just forgot to turn off a checkbox for vol opt in their map editor.
