On FOmarl, you'd need at least 30 hit (+ Red Ring) to be able to hit with the last special attack (on easy monsters); and even then some monsters still have too high EVP - so at least 35 to 40 hit is very recommended. So yes, FOmar, with his 7 less max ATA, needs 45+ hit.

30 hit I'd say is around 3 - 5 PDs or something.
