Lowering level req of cat/bunny ears

So, we made Cat and Bunny ears all gender now, but I think another thing inhibiting their use is that you need to be level 100/150, and at that point in the game you have better items you typically need to be using. Since the stats on them aren't even good, would it be a big deal to make them level 1 like wedding dress and dress plate so we can use them while leveling before we get anything decent?
