Your running the game on an Operating System that is running an outdated version of Internet Explorer and haven't bothered to patch or upgrade it.
It doesn't support newer encryption protocols required for secure HTTPS communication. (The web server is configured to not allow weak ciphers or protocols.)
In other words, entirely your fault.
Of course, you could still use Chrome or Firefox to view the website. But, unfortunately, when using integrated browsers with Visual Studio developed apps, they call on whatever version of IE is currently installed.
Even if you don't use IE for your personal web browsing on your system, you should always keep IE up to date as many internal things in the Operating System will call upon IE to handle HTML. Not keeping IE up to date actually can expose your system to security flaws just because of it's tight integration with Windows.
