How much of a damage boost is there from level 28 techs vs level 30

I been a long time player and just go with the fact level 30 = better. But how much of a difference is there between say a level 28 RAfoie to a level 30 RAfoie. Purely talking raw number, no boosts ect. To the point is it worth running a ×/Tech unit? To boost those last few levels.

Level 28 Rafoie is 937 with tp cost 36 meanwhile Level 30 rafoie tech power is 979 with tp cost 37.
