For some reason the server thinks people are starting the quests without the event flags, but people clearly have them if they're able to see the quests.

In my case I had the right ID and made it. But before that I joined quite a few random quests, that is, I found I have the special, but didn't start one and joined a bunch of random TTF/RT and soloed PW3 boxes etc until we finally got a party. Just in case this is relevant.
 
It was a fun quest though...broken as hell though if you ask me if it was spammable. Anyway, Maybe it is better to make a quest that is spammable without being broken....(albeit a little more enemies would have been fun). This way we are probably never going to see the quest again or very rarely to say the least.
