Graphics Issue

I've played PSO before on this computer..this is the first time I've ran into this.

I have reinstalled the client and still nothing..it looks like this everywhere I go basically.
I have to go to work soon..but some suggestions for a fix would be lovely.

I have seen people having issues with Raptr and the Catalyst thing of AMD... anything that could interfere with the graphics of pso (raptr puts some overlay iirc).

A friend of mine had the same problem and it was Raptr, as well.

Probably what it is then cause I do have that.
