Dangerous Deal with black paper 2 rewards

So I see alot of people selling the last swan from this quest, is the Master Raven just have a lower chance to be awarded from the quest? Or am I missing something...

Everything has the same chance of spawning, it's just LS is in 3 difficulties and MR is only in 2.

Ah ok thank you, and the difficulties that have Master Raven don't seem to have as good of rewards otherwise, so that makes sense

Also normal/hard only give 1 reward where vh/ult give 2. Makes MR a lot rarer
