Just as the title says. I've tinkered with some settings and have already made sure that...
-Running in 4:3 mode for best results
-Running as Admin
-Running in XP Service Pack 2 Compatibility Mode
-Anti-virus is disabled
This is the error message that Windows 7 is spitting out at me:

EDIT: Forgot to mention, I also tried reinstalling as well as adding exceptions for online.exe and psobb.exe in my Firewall (although I didn't see any instructions saying that it was necessary)
