Unlocking solo quests?

Been a long time since I last tried doing all the solo/offline quests and I'm wondering how do you unlock the rest? These are what I've done.

If I'm not mistaken, you have to do the Government Quests, they're only in online mode, you can start them in the NPC in the counter below (I'm in the middle of a different quest atm, so don't have the NPC in the pic).

You have to clear the online government quests 1-1 through i think 4-2 to unlock all the e1 offline quests.

Afaik.. you just need to unlock 4-1

Gov unlocks in all difficulties afaik. The solo quests I have no idea atm.

If they do, they shouldn't. Per-difficulty quest progress is required to be able to get the Soul Eater and the true ending to Soul of Steel/Ragol Ring on the same character, as you can only get one per difficulty.

my face when realizing i have to do the entire thing just to unlock monster part unsealing. Screw sega's unexplained unnecessarily convoluted switch mazes.
