Unlocking Multi Government Quest

I have seen on the main information page about the server that playing the gov quest will unlock more of them, but I just went through the first 3 in the forest and the cave set didn't unlock. Any Advice?? Thanks!!

When you finished did you ensure to talk to both the principal and Irene? Before leaving.

After doing each gov, it should be unlocked for progression.

I did talk to Irene....that's how I got the Sword +5.

I got it!! It was the first mission that I didn't talk to both -_- lol. Thank you for the assistance as always!!
