I've checked everyday since this post and its still suspended. Hope someone could post something official about transfers as i'm starting to get worried o.o
Yeah and your level is completely halvedv(not exp but actual lvl). So transferring won't really make much difference. I mean you can hit 100 with 1x in two-three days if your determined to do so.
To answer your question, it most likely wont be re-enabled anytime soon, as I believe it requires Sodaboy or Tofuman to do so and they're very busy. Now would actually be a good time to start leveling considering we have 2X exp until next saturday.
