Stream Deck not recognized

I have a usb LCD button pad called the Elgato Stream Deck that I can assign different functions to including simple hotkey commands (0-9 for example). However, the game doesn't recognize these hotkeys at all. I tested them all over my computer, in every program it acts as though I've pressed the number on the keyboard, but not in PSO...

Is there any hope of getting this to work? I wanted to setup my techniques on it with little images to match :3.

Right click it and choose run as administrator. Maybe.

edit: if it uses software to achieve this i mean.
