steam steals focus from PSOBB upon starting it??? Windows 10

I have a steam controller, and launch PSOBB from inside the Big Picture Mode. On my laptop it works fine which has Intel graphics, AMD Radeon M395x, etc. But on my desktop with a GeForce GT 730, the piece of shit gives keyboard and Steam Controller focus to Steam while PSOBB is full screen upon starting it up. The game won't respond, and pressing buttons causes sound effects in the Steam application that's in the background behind PSOBB. PSOBB then crashes and locks the computer up if you Windows Key/Alt Tab to try to switch away from it because PSOBB doesn't like to have the focus stolen from it. Any ideas/tips on what the hell is causing this?

this could be because PSOBB starts in Admin mode, and Steam doesn't work well with games in admin mode from user mode. so to get Steam controller to work, launch Steam in Administrator mode, go to Big Picture Mode/Launch PSOBB from in Steam, should work then. the key is 1. launching steam with admin privs, 2. using Steam to launch PSOBB.
