Solved: Game doesn't run with 12/6/2021 update of DLL
Although it says it is required to enable Compatibility Mode to Windows XP SP2,
if you do this with the new update, the game will fail to launch at all.
(Note: XP SP3 will also fail to launch)
You are best off just NOT USING COMPATIBILITY MODE, but I did test "Vista" compatibility and it runs.
For those that don't want to read, I made a simple image that should explain what to do.
