server full error

tried to get a friend to come play but whenever they try to connect to the server it keeps saying

no916
this server is full.
please try connecting again later.

installer was ran and made the game an exception for av, also ran game as admin but same issue still. any idea why it is doing this / fixes?

I think I got that when my firewall blocked my dll file. Have them check if their firewall is blocking anything
