Percentages on dropped weapons

Hey all,

Firstly apologies if this is the wrong place to ask. I just wanted some clarification surrounding weapon drop and the potential % they can drop with. My basic question around this is, is there a maximum percentage a weapon can drop with. If not does that mean therectically you could find a 100% hit laser for instance. I am aware that someone once found a 90% so just wanted to understand it a bit more.

just wanted to add that if the weapon drops without a special at all, it's counted as an untekked weapon. (and thus the highest % a spec-less nonrare weapon can have is 90%)
