I don't think this has a use really since Magical Piece outclasses it and you can just use a Fire Scepter: Agni for the most important tech to boost, Gifoie. The 10% TP reduction doesn't cut it IMO. Of course, if you can't afford a Magical Piece (50 PDs is quite a lot), then this is probably the best way to go.
Bringer's Arm is 2 - 3 PDs, same with Baranz - but those weapons are very useful. This one doesn't have as much of a use, but it also - at least in my experience - doesn't drop as often, so I'd put it in the same price range.
