It extends resta range and gives a free resta, both of which aren't that good.

30% range isn't jack (and pretty sure it a typo), resta merge, and Tyrell's parasol buffs it by 100% for example. Still Male FO can at least use this.
Its a low level resta for the special, which can be useful, but not a full item slot that you have to balance.

It is bad at fighting, no combo for one.

but people say it worth 5 or so. Its nice in cool factor so I'll back that

The resta special is actually useful for a team with a DF user, since the resta level is low, the range is low and you can avoid healing them. This is especially good for FOmarl and FOnewearl to limit their resta range.

Edit: for some reason Solferino's special ignores Resta range boosts, hence it can be used on FOmarl and FOnewearl to limit their resta range for DF parties.

Resta's range doesn't get a buff from level 3 when it starts to heal more than just the user to level 30. At least in versions after version 2 of PSO.
