Or am I mistaken in thinking machine% on a non-fast casting weapon is useful? The explanation in the link isn't 100% crystal clear to me.

Machine on any high ATP weapon would apply here.

The issue is that a Gladius has a max ATP of 280 with +18 grind, so 316ATP. Even 100Machine would be 632 ATP, which is far less than a 0Machine Excalibur. So not really worth much
