At long range, theoretically, HS cannot hit with special and hits lower (?) without special, Yasminkov 9000M does a bit more damage in a combo (?) but has a long cool-down.

I don't know.. I have a Charge Laser [50/0/50/0|50] and it's a great laser. I use it to take down Zu (Can do 1k damage with shifta and zalure).

But I'm not sure if it's worth THAT much. I'd pay no more than 5 PDs for it, but that's just my opinion.
