NO916 The server is full (error)

I registered and downloaded and followed all sorts of troubleshoot issues, but I always get that error when I attempt to log on. Any idea how to fix this?
 
Issue loading ephinea.dll into the client. You'll need to whitelist the Ephinea folder or the .dll itself.
