Can someone please explain this chart to me? I don't understand the difference between MAX STAT and MAX DFP and how to know where you fall on this chart.

Each armor has its own base DFP and EVP stats. On top of that it can have some additional points on those stats. If you look the armor up on the wiki, you can see its stat ranges.

I highly recommend you install the Item Reader addon. If you google it you should find the githubs with installation guides. These allow you to see how many additional stats your armor drops with. The bonus stats are randomized.

Yes, the host of the group determines which ID the room has.
 
To clarify then, using the table above and the wiki information below for Electro Frame, if I found an Electro Frame with 225 DFP and 130 EVP, where does that fall on the pricing guide? And, is it possible to have MAX DFP or EVP and not MAX of the other?

It would fall under Med Stat. High stat is really only for when you're a few points off the maximum.

The randomized stats for the bonus are independent. You can find a Max EVP frame with no bonus points in DFP and vice versa.
 
Depending on the stat range, yes. Some bonus stats are low, like Thirteen with 8 points in both bonus stats. Many people found [8/8] [8/8] Thirteens already.

Red Ring is a notoriously elusive one, with I think the first ever Max Stat [85/85] [25/25] dropping quite recently.
