Items with wrong stats?

This Ranger Wall doesn't give +15 LCK like it should. I also found a Smoking Plate a little while ago that gives lower than minimum stats. What's up with that?
 
A lot of the information at PSO-World is unfortunately incorrect. It seems the only stat bonus is ATA+20 in both PSOBB's and PSOGC's ItemPMT. However, I don't know if USA PSOBB had an unique ItemPMT, but I doubt it.
