There is not a NPC command function on this server. If you don't mind that you are the only person that sees it, you could modify things on your end.
Not really sure where the best spot for a "vanilla" Momoka skin is since I don't really like skinning, but this site could give you a few options at least:

Momo with her mittens and boots are certainly SQUEE worthy! However, any NPC skins you may see wandering around or helping lower leveled players are STAFF members <3! Mew herself is Very fond of her Tails or Nurse skins. =3
Also @Harborer of Hope I meant as a client side only I can see myself as the character, not others ^^.

NNnnnUUUUuuuuu!!!! *Squeezies!* Sorry! Didn't want you thinking your mew mew was mocking your frustrations dear! If it makes u feel any better....she never uses the Momo skin! So if and when the avenue opens up to obtain her as your own.... YOU'LL be the ONLY one! ......unless some Other staff member is like...YOINK! XD!
