HBR is cool, but the thing is... not everybody understands this topic. HBR is a U(nique)S(elling)P(oint) of this server if you ask me and should be promoted more. To ask which quests should be in the HBR of next month, would increase the involvement of the players as well which would only be a good thing for the experience. MA and custom quests should not be choosable though.
PS: if it does not work because some players do not like the HBR that has been chosen, you could always make a poll without being able to comment.
