Forsaken Friends: can't access bank when using JP language setting

Steps to reproduce:
1) Set language to Japanese.
2) Load "Forsaken Friends" quest.
3) Approach lady at bank counter.

Expected: Target indicator appears, allowing player to access bank.

Actual: Target indicator does not appear, preventing bank access.
