It means it increases the chance for a given monster to drop an item in general, be it a weapon, armor, unit, tool or its designated rare. You won't find a SJS from a Rappy because of it.

DAR and RDR
so basically this week is the perfect time to hunt any rare that has a DAR below or equal to 80%.
And also yeah common drops in general.
