So I did all the government necessary quests and in the last one I finished in 5 minutes, talked to him.

But, when I go to Claire’s Shop, he keeps telling me that “Today we are just taking the time to relax”. What am I missing here?
 
You will have to go to Claires Deals on the difficulty you did the goverment quests on. Be sure to have photon crystal and the weapon you want hit up on in your inventory.
 
Yepper, animal part weapons only. That Baranz Launcher, S-beats, and Bringer's Rifle and any other animal part weapon that grows on you will be more deadly with more hit.
