Allow joining games mid-quest

The inability to join games once a quest has started feels like a real barrier to play lately.

Often I will log in, see a couple of 2/4 or 3/4 player games mid quest and nothing open, then either sit in an open room until I give up or someone joins (like 50% of the time, and it's a wait), or I play 1 player until I get bored and log out.

Mew had asked our server gods about the old /canjoin command ages ago and got shot down... Sooooo ummm NO... mew tried....lol <3

It can be done but quests joined mid-game don't get synced properly outside of government quests, so it won't be done.
