You can start an auction at anything you wish, It could even be 1 meseta. The only thing with low reserves is the risk of someone starting the countdown and people not bidding on the item (thus going cheap), it doesn't happen often but you see it sometimes. That's why I always do the lowest I will be happy receiving. Starting low is also a tactic to get people looking/interested.
