Can you try pinging the server:
Open command prompt (start -> run or windows key and r and enter cmd and press enter )
Ping ephinea2.pioneer2.net -l 1200 -n 100
That will send 100 packets 1200 bytes in size. If you get any request timed out that may be your issue. Also if the response time is over a few hundred that could also be causing it
