Some cats will simply not enjoy human touch. One cat I was "friends" with hated to be petted and wouldn't come close to me at all, but she clearly didn't dislike me or not trust me, she was just rather aloof.
The best thing you can do is just let the cat come to you. Be gentle, let it sniff you out and make its own judgements.
Of course, feeding the cat and providing it with water goes a long way to gaining its trust, it's also best to not try and encroach on whatever it believes is its territory (unless it is yours as well).
