Ephinea Wiki Cutter Drop Wrong

Just realized, I think this is wrong somehow because I have been finding cutters on redria hard, not normal in mountains:

Edit: Additionally, I am finding them in CCA on hard.
Are the listed drop locations just the most likely places they drop?

Not all drops are listed for normal items because of how it works.
