Vendor items based on difficulty

Would it be possible to change the weapon and armor vendors so that they sell items based on the difficulty level you choose, rather than display items based on the player's level? It would make things a bit easier when hunting for Claire's Deal items. Plus, it doesn't make sense to lock the player out of older items.
