two players one pc works but need help.

Hi my PC is an I7 3770k gen3 on Asus maximus v gene motherboard that has on-board and dedicated GTX 1060 6gb graphics with 32gb DDR3 RAM AT 1600.

now I was able to get two instance of this game launching one in windowed and one in full screen. I made two accounts one for myself and one for my mate and we'll be able to login on both accounts from the same PC. One keyboard don't work for both screens that's ok as it only works for the active game window (can alternate using the mouse) now the problem is, I have a Microsoft Xbox 360 USB wireless controller adaptor, and two Xbox 360 wireless controllers paired up wirelessly. Now most pc games and emulators detect these controllers as player 1 and player 2 however, on PSO only play a one controller is detected and controls both screens. Is there any patch or work around to make p1 controller control the first screen and p2 controller control the second screen?

Something I was able to do in the past was launch the first client with only one controller connected to the PC, then unplug it and launch the second client with only the second controller connected. When I reconnected the first controller, it worked for only the first client, and the second controller worked for only the second client.

Not sure if this will work for x360 wireless controllers that share one adapter though but worth a try I think.
 
Order is important here:
1.) Turn on controller 1 and client 1
2.) after that turn on controller 2 and turn off controller 1 (Controller 1 must be shut off or it will control both)
3.) launch client 2 and confirm that controller 2 controls only client 2. (Second controller should have second light)
4.) now turn back on controller 1 and confirm that controller 1 only moves client 1.
