Your MST is capped at 0, so MIND is not helpful unless you plan to share this mag with human rangers.

At first I was about to say it depends on which photon blasts you want. Secondly I'd say you mostly care about dex in order to equip the Heaven striker (200 Ata req).
I took a look at rend's suggestion on the Garuda/Guide and I gotta say I really like the first option; "fast with 35 dex for all rangers". Nice set of PBs including twins, fast garuda with a focus on dex. Plus, at that point (lvl50 Garuda) you can turn it into a Striker Unit and it's feeding table is generous (versatile and gain stats faster i.e Garuda gains 14dex/antiparalysis whereas Striker gets 28dex/antidote).

You can't max out DivinePunishment with Racaseal or Racast, since they have no MIND, no matter how your mag is builded.
