Stink frame error

Hello there,
I just met Rattus in game , he explained me what happened in details.
He used a first Cell on a Stink Frame which turned into into Parasite Wear : Del Rol.
He used a second cell on Parasite Wear : Del Rol and then, nothing happened.
The Cell disappeared but the frame didn't turn into Parasite Wear : Nelgal
He is a very nice guy but he has no forum account neither discord, so i am reporting this annoying bug for him.
His Guild Card is : 42081018
