As far as getting DC to work on Android.
1. Download Lumos .. https://github.com/Seph29/Lumos-G1
2. Download Reicast by searching.for it and apk.
3. Download DC binaries. Any on google should do. Open Reicast and choose dir for it to search binaries.
4. Download Rar APK by searching mirrors.
5. Open and Unzip the DC binaries into folder that Reicast is looking.
6. Download PSO iso/rom and unzip it into.folder where Reicast is looking.
Play. Search google for a working Serial/Access Key.
