i know its 20 from gallons shop but i'm wondering what the market supply/price are and/or if its available any other way
 
AFAIK it's available from last year's anniversary event for 6 gold badges, which would cost like 2~2.5 PD each. Although it saves a decent amount of PDs, it's probably more valuable to spend those gold on Hunter weapons with 3 area %s.

Maybe it will appear again in this year's anniversary.
