Is it feasible to restore transparency effects?

Phantasy Star Online, being originally for the Dreamcast, used a special method of transparency that only the Dreamcast could do in real time for it's era, known as Order Independent Transparency (or OIT for short). When the game was ported to other platforms, it lost this ability due to inherent hardware differences, and you can notice it in a lot of things (for one example, the little pom poms on the default FOnewearl hat aren't supposed to look weird when they overlap!). When DirectX11 was released, it introduced a function that enabled games to use OIT again! Recently, someone in the Sonic Adventure DX modding community used a shim to re-enable this effect for the PC ports, completely fixing the game's transparency issues. With all that context out of the way, I was wondering if we have a large enough understanding of PSOBB to do the same thing here?
