I did gov quest 1 and didn't get reward

hi guys I have a old RAMer from playing before but didn't play long so made a new char and I was doing gov quest 1 and I completed it but didn't get a reward? is that a glitch or something? I haven't played pso at all in a long time I thought gov quests gave rewards at end.

The rewards are after each boss/area, not each individual gov quest. Irene is the person who gives you the items.
