Does "refreshing" the block I'm already on have the same effect as actually changing blocks?

ie:

is this:

Current block: 1 -> go to counter -> change block -> block 1

the same as this:

Current block: 1 -> go to counter -> change block -> block 2 -> go to counter -> change block -> block 1

??

What changing block does is giving you back the data that the server has of you.

What happens is that when you connect to a block, the ship retrieves your data from the login (database), if you happened to already be connected to a block, the data is first saved to the database.
All this doesn't care about what block you were on.

So changing block and "refreshing" block as you differentiated them is exactly the same thing.

K then, I'll stop going block 1 -> block 2 -> block 1 then. Waste of time if block 1 -> block 1 is sufficient. ty :)
