Is there a way to change the music in the lobby and the city to their original tracks?

You can pay at the counter with meseta to play whatever music is on the jukebox while you are in the lobby.
During event time the Halloween music will be up the whole event over the normal music but it is a different ogg file so If you dislike this you can edit the ogg files themselves; here is a music replacement guide @Ryan made which can show you how to do so.
