how do reduced multi-target weapons work? Will it only be reduced if it's actually hitting more than one enemy, or will it always be reduced even when attacking a single enemy? for example Asteron Belt hitting 1 lizard vs hitting 2 lizard. same regardless of the # of enemies you are hitting?
